Purpose of the Anointing of the Holy Spirit
Jesus came to reveal the Father to us. He said when He went away that the Father would send another, like Him, in His Place. That is who the Holy Spirit is. He is sent to give us the power to reveal the Father to the World. His job is to do the things that Jesus did on the earth, but He will only work with us, He will not do the work on His own. Jesus is not going to show up anywhere now and preach or lay hands on people. It's up to us.
Anointing
Acts 10:38 "You know of Jesus of Nazareth, how God anointed Him with the Holy Spirit and with power, and how He went about doing good and healing all who were oppressed by the devil, for God was with Him.
Peter pointed out that Jesus performed all the miracles He did on the earth as a man anointed by the Spirit of God. The same Spirit anoints us once we have been saved and filled with the Holy Spirit. We can and should see the same miracles that He saw. Once we're saved and filled with the Spirit, we have what we need to do the work. (See Acts 1).

Luk 4:18 The Spirit of the Lord [is] upon me, because he hath anointed me to preach the gospel to the poor; he hath sent me to heal the brokenhearted, to preach deliverance to the captives, and recovering of sight to the blind, to set at liberty them that are bruised,

He gives the power to do miracles, to spread the Gospel.
Mark 16:17-20
17 "These signs will accompany those who have believed: in My name they will cast out demons, they will speak with new tongues;
18 they will pick up serpents, and if they drink any deadly poison, it will not hurt them; they will lay hands on the sick, and they will recover."
19 So then, when the Lord Jesus had spoken to them, He was received up into heaven and sat down at the right hand of God.
20 And they went out and preached everywhere, while the Lord worked with them, and confirmed the word by the signs that followed.]] [[And they promptly reported all these instructions to Peter and his companions. And after that, Jesus Himself sent out through them from east to west the sacred and imperishable proclamation of eternal salvation.]]
Acts 8:4-8
4 Therefore, those who had been scattered went about preaching the word.

6 The crowds with one accord were giving attention to what was said by Philip, as they heard and saw the signs which he was performing.
7 For in the case of many who had unclean spirits, they were coming out of them shouting with a loud voice; and many who had been paralyzed and lame were healed.
8 So there was much rejoicing in that city.
He gives the authority to serve or act as representatives for God.
Luke 10 - Jesus sends out the 70 with authority.

Mt 28:18- 20. 18 And Jesus came up and spoke to them, saying, "All authority has been given to Me in heaven and on earth.
19 "Go therefore and make disciples of all the nations, baptizing them in the name of the Father and the Son and the Holy Spirit,
20 teaching them to observe all that I commanded you; and lo, I am with you always, even to the end of the age."
