New York City has banned a controversial practice of isolating teachers accused of major allegations -- to what's called "the rubber room." Basically, if they fall under scrutiny for any reason, they can be removed from the classroom and banished to a room in a building somewhere else in the district. In some cases, they stay there for months or years during their regular work hours, without even hearing the allegations against them. It's like a detention hall for teachers.
