The Old Testament City of Refuges were GOD's way of being just with those who killed while still providing mercy for those who killed by accident. The man-slayer was safe unless he left the city of refuge. That was until the death of the High Priest. These cities were a type of the New Testament church which are supposed to be a places of refuge.
